Vietnam’ s Bamboo Diplomacy: From Tradition To Modern

This article examines the concept and strategic evolution of Vietnam’s “bamboo diplomacy” (ngoại giao cây tre), a term that has recently gained prominence in the country's foreign policy discourse. Symbolizing flexibility, resilience, and cultural rootedness, the bamboo metaphor reflects a diplomatic philosophy that is firm in principles yet flexible in strategy, embodying the national identity shaped by a long history of struggle for independence and peaceful coexistence. Through a qualitative research approach, the study integrates theoretical perspectives from realism, constructivism, soft power, and identity diplomacy. The article traces the historical trajectory of Vietnam’s foreign policy across four stages: traditional diplomacy during the feudal era, revolutionary diplomacy during the wars of independence, post-Đổi mới (Renovation) international integration, and the current phase of deep global engagement. It argues that “bamboo diplomacy” encapsulates the essence of Vietnam’s foreign policy: maintaining sovereign independence and core interests while navigating international complexities through strategic flexibility. The analysis further contextualizes “bamboo diplomacy” within the broader framework of Southeast Asian diplomatic culture, particularly ASEAN’s emphasis on non-alignment, consensus, and strategic autonomy. It highlights Vietnam’s increasing reliance on cultural identity and soft power tools to strengthen its international image and partnerships. In conclusion, the article suggests that “bamboo diplomacy” represents a successful model of principled pragmatism, offering valuable insights into how small and medium-sized states can sustain autonomy and influence in an evolving global order
